Program Description:
On May 20, 2009, President Obama signed into law a bill to reauthorize HUD’s McKinney-Vento Homeless Assistance programs. The bill was included as part of the Helping Families Save Their Homes Act. The HEARTH Act changes HUD’s definition of homelessness, increases resources for prevention and rapid re-housing, designates 30% of total funds for new permanent housing for families and individuals with a disability, and continues a focus on housing chronically homeless individuals which now adds families to that initiative. HEARTH and Housing will discuss the changes that have occurred to date in the HUD Homeless Assistance programs, and how those changes will impact Shelter Plus Care and other homeless assistance programs.

Program Presenter:
Dirk Cable has worked with the Department of Mental Health’s housing programs for seven years. He manages around $5 million annually in HUD funds that house homeless disabled persons in DMH’s Shelter Plus Care programs in the Kansas City area and the western side of the state. He also manages the DMH Housing Unit’s program documentation and online presence via its web site and blog.
Prior to DMH, Dirk worked for the Missouri Association for Social Welfare, helping to set up the Homeless Management Information System for the Balance of State Continuum of Care. Dirk has worked in the regulatory and legal realms in Missouri and California since 1984, having worked for a well-known legal publishing house, the Missouri Department of Health and Senior Services, and the Missouri Secretary of State’s office.
